The “Designing and Implementing Outcomes-Based Education (OBE) Framework at Hue University” workshop is designed for Hue University, Vietnam with the objective of equipping the participants with the competencies to design, develop, implement and evaluate curriculum based on OBE framework.

Learning Outcomes

At the end of the workshop, participants will learn to:

  • Describe the characteristics of Education 4.0
  • Integrate OBE framework and Plan-Do-Check-Act (PDCA) approach to curriculum design, development, implementation and evaluation
  • Select appropriate strategies to engage stakeholders in curriculum design
  • Apply the principle of constructive alignment to align stakeholders’ needs, curriculum, learning outcomes, teaching and learning, and student assessment
  • Apply revised Bloom’s Taxonomy in writing learning outcomes
  • Select appropriate instructional and assessment methods to achieve learning outcomes
  • Design student assessment rubrics and marking schemes to achieve learning outcomes
  • Evaluate the OBE curriculum for quality enhancement
  • Apply change management in implementing OBE


The 4-day workshop will be held from 25 to 28 September 2017. The venue for the workshop will be at Hue University.


The “hands-on” workshop will consist of interactive seminar, hands-on exercises, case studies, experiential learning, and group discussions. Each participant is required to bring a laptop to the workshop. The language of instruction will be in English.

Workshop Developer and Trainer

Mr. Johnson Ong Chee Bin, Founder and Principal Consultant of Education Quality International.

Johnson is the founder and principal consultant of Education Quality International. He is also an AUN-QA Expert and a member of the AUN-QA Technical Team. He is actively involved in the AUN-QA assessment and training of Chief Quality Officers (CQOs), AUN-QA assessors and QA professionals at the AUN-qA Network. He is instrumental in the development, training and documentation of AUN-QA Framework and Guidelines at both programme and institutional levels. Johnson was also appointed as a QA expert in the ASEAN-QA Project Phase I and II; and at the East African Quality Assurance Forum organised by HRK and DAAD in 2012. He is currently a member of the QA expert group in the EU- SHARE project.
Johnson has been providing QA training, consulting and assessment to many universities in Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam. He has trained more than 1,500 QA practitioners, professionals and assessors since 2004.
He has more than 35 years of operational, quality and human resource management experiences in manufacturing, telecommunications, postal services, logistics, training and education, and has held key management and leadership positions in his career. His expertise has evolved from specialising in quality of product and service to the quality of life.
Johnson holds a Master Degree in Business Administration from the University of Leicester and a Bachelor of Science (Honours) in Economics and Management Studies from the University of London. He also holds a Specialist Diploma in Applied Learning and Teaching (SDALT) from Republic Polytechnic and an Advanced Certificate in Training and Assessment (ACTA) from the Institute of Adult Learning, Singapore.

Workshop Trainer

Ms. Nguyen Thi My Ngoc, Lecturer, Accreditor in Vietnam and AUN-QA Assessor.

Ms. Nguyen Thi My Ngoc is a lecturer at the Faculty of Education, University of Social Sciences and Humanities, Vietnam National University - Ho Chi Minh City (VNU-HCM). She was the former Vice Director of the Center for Education Accreditation, VNU-HCM and former Vice Director of Center for Educational Testing and Quality Assessment, VNU-HCM. She was the Secretary of the Quality Assurance Council and represented as the AUN-QA Chief Quality Officer of VNU-HCM. She is currently an accreditor in Vietnam and an AUN-QA assessor.
Ms. My Ngoc has more than 15 years of experience in teaching and implementing quality assessment at institutional and programme levels. As a Vice Director, she was responsible for planning and implementing the institutional strategic plan as well as managing and developing human resources. In addition, her research has been published in local and international papers particularly in Vietnam higher education, such as "Challenges of Massification in Higher Education: Reflections from the Case of Vietnam”; "Massification of Higher Education in Asia: Consequences, Policy Responses and Changing Governance”, Springer, 2016 (co-author with Prof. Dr. John Hawskin, UCLA, USA); and "Vietnam Higher Education and the Role of Learners in the 21st Century”, Technology and Workplace Skills in the 21st Century, International and Development Education, Palgrave Macmillan, 2015, ISBN: 978-1-137-49192-3.
Ms. My Ngoc holds a Master Degree in Educational Management from the University of Education, Ho Chi Minh City and she is now a PhD candidate of the Department of Educational Policy, Leadership and Management, Faculty of Education, Chulalongkorn University, Thailand. Her PhD major is on higher education which focusses on Leadership and Management; Curriculum and Instruction; and Student Development. Her dissertation topic is about "Internationalisation of Curriculum in Vietnam Higher Education Institutions”.
